A — India and the London Declaration (1949). India gained independence in 1947. In 1949, it planned to become a republic and wanted to remain in the Commonwealth. The other governments accepted this arrangement. India recognised the King as a symbol of the association, while planning its own republican constitution. The declaration described the members as “free and equal”. This was a statement by governments, not a survey of citizens. Source A : Commonwealth Secretariat, London Declaration, 22–27 April 1949.
B — A later member: Rwanda. According to Rwanda’s High Commission in the United Kingdom, Rwanda became a Commonwealth member in 2009. It had no colonial or constitutional connection to the UK. Kigali, in Rwanda, hosted the Commonwealth Heads of Government Meeting in June 2022. This government website presents Rwanda’s cooperation with the organisation. Source B : High Commission of Rwanda, Cooperation, section Rwanda and the Commonwealth.
C — Applying to join. The Commonwealth describes itself as an association which independent countries choose to join. Membership criteria agreed in 2007 normally require a past constitutional link with an existing member, but allow exceptional applications. Applicants must show a commitment to democratic processes and human rights. These are admission criteria; this short text does not assess how countries put them into practice. Source C : Commonwealth Secretariat, Joining the Commonwealth, criteria and application process.
Aide : gain independence = devenir indépendant ; remain = rester ; republic = république ; link = lien ; applicant = candidat à l’adhésion ; commitment = engagement ; assess = évaluer.
